The Himachal Pradesh Housing and Urban Development Authority (HIMUDA) on June 06, 2025, issued the Draft Himachal Pradesh Development of Real Estate Projects with Private Developers in collaboration with the HIMUDA Scheme, 2025.
The following has been stated namely: -
• The scheme allows private developers/landowners with at least 5 acres (25 bighas) of land to partner with HIMUDA for housing or commercial real estate projects.
• A minimum 9% revenue share from the total sales receipts will go to HIMUDA, while developers retain 91%, which also covers land cost, construction, and related expenses. Developers shall transfer land to HIMUDA post-MOU, free from encumbrances, while HIMUDA will handle plan approvals, RERA compliance, and statutory clearances.
• Projects will follow strict guidelines for fund management, including a separate escrow account with 70% of collections reserved for construction and land cost, ensuring transparency and accountability.
• Tax liabilities such as capital gains, GST, and TDS are primarily the developer’s responsibility, while disputes will be settled first by a joint committee and, if unresolved, through arbitration.
• Any objections or suggestions with regard to the proposed scheme shall be sent to the CEO-cum-Secretary, HIMUDA, by September 22, 2025.
