The Directorate General of Civil Aviation (DGCA) has issued a Draft Civil Aviation Requirement (CAR) detailing the procedures for obtaining a Radio Telephone Operator (Restricted) (RTR) Certificate and License. The CAR, which is based on the Radio Telephone Operator (Restricted) Certificate and License Rules 2025, lays out a two-part examination process: a written exam and a practical exam.
The written exam is an online, computer-based test consisting of 50 multiple-choice questions, which candidates must pass with a minimum score of 70%. The pass is valid for three years. The practical exam, which is approximately 30 minutes long, tests a candidate's practical knowledge of flight radiotelephony and requires a minimum score of 50%. Candidates who pass the written exam are given up to three attempts to clear the practical exam. If they fail all three attempts, they must retake the written exam.
Exemptions from the written exam are available for certain qualified personnel, including pilots from the Indian Air Force, Navy, Army, or Coast Guard with at least 1,500 hours of flying experience. The circular also notes that the license's validity can be extended annually for candidates over eighty years of age who have at least three months of recent experience.
