The Central Pollution Control Board (CPCB) on September 15, 2025, issued the Standard Operating Procedure and Checklist of Minimal Requisite Facilities for utilization of hazardous waste under Rule 9 of the Hazardous and Other Wastes (Management and Transboundary movement) Rules, 2016.
The following has been stated: -
•Spent Sulpholane and Spent KF solution, generated from crude KC1 purification in Fluoro/Di-Fluoro Nitrobenzene manufacturing, are classified as hazardous waste (Cat-28.1, HOWM Rules 2016) but permitted for resource utilization.
•SPCBs/PCCs shall grant authorization only for uses covered under CPCB-issued SOPs, after verifying facilities, compliance, and issuing passbooks to track waste movement.
•The wastes can be utilized for producing technical KC1 salt, Fluoro Nitrobenzene, and Di-Fluoro Nitrobenzene, excluding applications in food, pharma, health, cosmetic, and fertilizer sectors.
•SPCBs must ensure strict monitoring, quarterly checks (first year), and record maintenance in the National Hazardous Waste Tracking System (NHWTS), with half-yearly reporting to CPCB.
•The utilization process involves purification, recovery of KC1, separation of sulfolane/KF solution, and their reuse in reactions with PCNB or DCNB to produce PFNB and DFNB, with safe disposal of residues at authorized TSDFs.
