The Mumbai Port Authority on September 19, 2025, issued a notification announcing an amendment to its Schedule of Rates (SOR) concerning lighterage charges during the non-monsoon period (September to May). This change was approved by the Board of the Mumbai Port Authority via a resolution on August 25, 2025, and is made under the powers conferred by the Major Port Authorities Act, 2021.
The key change is in how lighterage dues are calculated and applied. Previously, lighterage dues were levied on foreign and coastal vessels from the expiration of a three-hour grace period, or the start of cargo operations, whichever was earlier. The new amendment changes this. Now, lighterage dues will be levied from the moment the vessel is anchored or occupies a place in the stream or Port Lighterage Anchorage Area.
The notification also specifies the new breakdown of charges. The total stay of a vessel at the anchorage area will now be split into two components: 86% for Lighterage Charges and 14% for Anchorage Charges. This change simplifies the calculation and ensures a clear billing structure. As per the Tariff Policy, 2021, this amendment will come into effect 30 days after its publication in the State Gazette.
