The Department of Animal Husbandry, Dairying and Fisheries (DAHD) on October 16, 2025, issued a draft notification regarding the Veterinary Health Certificate Requirements for the import of raw, salted pickled, limed, and dried skins and hides.
The following has been stated namely: -
• It aims to mandate a Veterinary Health Certificate for raw, salted, pickled, limed, and dried skins and hides imported into India. Imports will only be permitted through designated ports/airports where animal-quarantine inspection facilities exist; the certificate must apply to specified ITC-HS codes and cover mixed consignments containing eligible and exempt categories.
• On arrival, consignments will be subject to document verification by Animal Quarantine Officers, physical sampling and laboratory testing, and non-compliance may trigger action and cost recovery from the importer.
• The certificate stipulates detailed sanitary-processing conditions (e.g., treatments, irradiation, or salting protocols) for hides/skins to inactivate key diseases such as anthrax, FMD, ASF, and others, aligned with the World Organisation for Animal Health standards.
