RBI notified 244 new Master Directions and repealed/withdrew 9445 circulars

Industry Specific ComplianceThe Reserve Bank of India (RBI) on November 28, 2025, issued the notification regarding the Reserve Bank of India issues Consolidated Master Directions.

The following has been stated namely: -

• The Reserve Bank of India (RBI) undertook a major reorganisation to reduce compliance burden by consolidating decades of scattered regulatory directions issued under various Acts.

• Over 9,000 circulars/guidelines handled by the Department of Regulation (DoR) were consolidated into 238 function-wise Master Directions (MDs), specific to each of the 11 categories of regulated entities. NABARD-related instructions for rural/co-operative banks were also included.

• Around 3,500 directions/circulars were merged into the 238 MDs, while the remaining were identified as obsolete and marked for repeal. The 11 regulated entity categories include commercial banks, SFBs, PBs, RRBs, co-operative banks, AIFIs, NBFCs, ARCs, and CICs.

• Draft MDs and lists of circulars proposed for repeal were released on October 10, 2025, and RBI received 770+ stakeholder comments. Only comments relevant to consolidation (not regulatory changes) were incorporated.

• 238 final Master Directions forming the single comprehensive regulatory library for DoR, accessible via Notifications 

• A list of 9,445 circulars officially withdrawn, accessible via Notifications
