The State Pollution Control Board, Sikkim (SPCB), under the Forest & Environment Department, issued an Office Memorandum dated November 14, 2025, informing stakeholders about the implementation of the new OCEMS Portal—ODAMS—as directed by the Central Pollution Control Board (CPCB). CPCB’s directions, issued under the Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981, mandate industries to transition to ODAMS, which features enhanced data transmission, PTZ camera integration, analytics, geotagging, and automated alerts.
The SPCB clarified that Sikkim does not host the 17 categories of Highly Polluting Industries (HPI) or Grossly Polluting Industries (GPI) identified by CPCB. However, Hydroelectric Projects with E-flow monitoring, Sewage Treatment Plants (STPs), and captive treatment plants including BMW incineration facilities are required to register and connect to the new ODAMS portal.
All remaining industrial units may continue with their existing monitoring mechanisms. Units mandated to migrate must register through the CPCB OCEMS portal and follow the prescribed procedure.
