The Employees’ State Insurance Corporation (ESIC), through an Office Memorandum issued on January 1, 2026, has clarified the distribution of responsibilities relating to cleanliness, maintenance, and security functions in ESIC hospitals, medical institutions, and field units. The clarification follows increasing concerns over the effectiveness of these functions and a detailed examination of the existing role of Caretakers in ESIC institutions.
The authority has specified that the Branch Officer (General Branch), usually of the rank of Deputy Director/Assistant Director, shall function as the Chief Caretaker of the Hospital/Medical College and will be the responsible officer for all cleanliness, maintenance, and security-related matters. The Office Superintendent (General) shall act as the Deputy Chief Caretaker, responsible for overall supervision of the work performed by the Caretaker, while the Caretaker (generally UDC/Assistant/SSO level) shall work as part of the team under the supervision of the Branch Officer. Contractual Hospital Managers shall also function under the overall supervision of the Branch Officer (General Branch).
All ESIC hospitals, medical institutions, and field units have been directed to strictly adhere to these instructions to ensure effective management of cleanliness, maintenance, and security. These directions supersede all earlier instructions relating to the functioning and responsibilities of Caretakers and have been issued with the approval of the Director General.
