The International Financial Services Centres Authority (IFSCA), on December 24, 2025, notified the International Financial Services Centres Authority (Global In-House Centres) Regulations, 2025, establishing a dedicated regulatory framework for setting up and operating Global In-House Centres (GICs) in IFSCs.
The regulations aim to position IFSCs as global hubs for high-value financial and related services by enabling financial institution groups to set up GIC Units under multiple operating models such as captive centres, BOT, joint ventures, or hybrid models. They lay down detailed provisions relating to eligibility, legal form, registration process through the Single Window IT System (SWIT), fit and proper requirements, and grant of registration, with an emphasis on FATF-compliant jurisdictions and regulatory oversight by IFSCA.
Further, the framework specifies permissible services, allowing GIC Units to provide financial and financial-service-related support primarily to non-resident group entities, with limited services to India-based entities. The regulations are intended to attract offshore financial services back to India, strengthen global value chain integration, generate employment, and promote a world-class regulatory and business environment in IFSCs.
