The Ministry of Health and Family Welfare (MoHFW), on December 29, 2025, issued a Public Notice regarding compliance with the directions of the Hon’ble Supreme Court in Suo-Moto W.P. (C) No. 5/2025 titled “CITY HOUNDED BY STRAYS, KIDS PAY PRICE.” The notice highlights a significant rise in dog-bite incidents and mandates all States/UTs and Central Government institutions to secure educational, healthcare, transport, and sports facilities against stray-dog ingress, following the Supreme Court’s order dated November 7, 2025.
Key directives include identifying and securing premises within two weeks, implementing fencing, boundary walls, and gates, designating Nodal Officers in each institution to oversee cleanliness and dog control, and conducting quarterly inspections to remove and sterilize stray dogs. Hospitals must maintain mandatory stocks of anti-rabies vaccine (ARV) and immunoglobulin (RIG). Chief Secretaries of all States/UTs, NHAI, and MoHFW must file compliance affidavits within eight weeks, covering security measures, coordination mechanisms, and availability of ARV/RIG.
All medical colleges and institutions are directed to take immediate and priority action in line with these measures. The MoHFW will submit a comprehensive affidavit of compliance to the Supreme Court within eight weeks, detailing the steps taken to secure institutions and ensure the availability of ARV and RIG in Central Government healthcare facilities.
