The Central Board of Indirect Taxes & Customs (CBIC) on December 31, 2025, issued a circular regarding the implementation of the Sea Cargo Manifest and Transhipment Regulations (SCMTR).
The following has been stated: -
•The Sea Cargo Manifest and Transhipment Regulations (SCMTR), 2018, have been extended up to March 31, 2026, to facilitate smooth implementation.
•Import–export manifest messages are fully operational pan-India, and stuffing messages are live at all sites from September 25, 2025.
•DG Systems will onboard SEZ units via API integration and operationalize remaining inland transhipment messages within the extended timeline.
•Customs authorities are directed to conduct weekly stakeholder outreach and ensure correct electronic filings, with wide publicity through trade notices.
