Industry Specific ComplianceThe Jharkhand State Electricity Regulatory Commission (JSERC) on December 29, 2025, issued the JSERC (Levy and Collection of Fees and Charges by State Load Despatch Centre) (First Amendment) Regulations, 2025, further to amend the JSERC (Levy and Collection of Fees and Charges by SLDC) Regulations, 2020.

The following has been stated namely: -

• These Regulations shall come into force from April 01, 2026, to March 31, 2031, after their publication in the Official Gazette of the Government of Jharkhand, and unless reviewed earlier or extended by the Commission, shall remain in force up to March 31, 2031.

• They introduce a Multi-Year Tariff (MYT) framework applicable for the control period, prescribing detailed requirements for ARR filings, capital expenditure certification, O&M expenses, and prudence checks based on audited accounts. 

• The amendment revises provisions relating to recovery or refund of under/over-recoveries with interest, late payment surcharge structure, and computation of loans, R&M costs, and legal expenses. 

• It aligns all proceedings, filings, dispute resolution, and adjudication with the JSERC (Conduct of Business) Regulations, 2024. 

• Revised timelines for business plans, MYT petitions, true-up, APR, and ARR filings have also been specified to ensure regulatory certainty and compliance.
