The Department of Labour, Punjab (DoL, Punjab), on December 29, 2025, issued a draft notification proposing the Social Security (Punjab) Rules, 2026 under sections 154 and 156 of the Code on Social Security, 2020, inviting objections and suggestions from stakeholders within thirty days of publication in the Official Gazette. The draft aims to operationalise the Code in the State by prescribing rules applicable across Punjab.
The draft rules lay down preliminary provisions including short title, extent, commencement, and detailed definitions of key authorities such as the Appellate Authority, Assessing Officer, Cess Collector, beneficiary, Board, and Government. They also clarify the scope of application and adopt definitions from the Code where not specifically provided in the rules.
Further, the rules provide for the constitution, composition, tenure, resignation, removal, disqualification, allowances, meetings, and disposal of business of the Punjab Unorganised Workers Social Security Board. Provisions ensure representation of Scheduled Castes and women, prescribe quorum and voting procedures, and establish administrative continuity in case of vacancies.
