The Government of Madhya Pradesh, Department of Labour (GoMP), on January 05, 2026 issued a draft notification proposing to frame the Occupational Safety, Health and Working Conditions (Madhya Pradesh) Rules, 2026, in exercise of the powers conferred under sections 133 and 135 of the Occupational Safety, Health and Working Conditions Code, 2020. These draft rules are intended to consolidate and operationalise the Code at the State level and supersede seven existing labour-related rules, including the Madhya Pradesh Factories Rules, 1962; Contract Labour Rules, 1973; and the Inter-State Migrant Workmen Rules, 1981, except in respect of actions already taken thereunder.
The draft rules lay down the scope, applicability, definitions, and registration framework for establishments where the State Government is the appropriate authority. Chapter I provides preliminary provisions including key definitions, while Chapter II prescribes procedures for approval of factory plans under section 79 and registration of factories under section 3, mandating online applications through the official labour portal. Timelines for approvals are aligned with the Madhya Pradesh Lok Sewaon ke Pradan ki Guarantee Adhiniyam, 2010, with deemed approval and auto-generation of registration certificates in cases of administrative delay.
The notification invites objections and suggestions from stakeholders within 45 days from the date of availability of the Gazette publication. Submissions are required in a prescribed proforma and may be sent to the Deputy Secretary, Department of Labour, Vallabh Bhawan, Bhopal, or through the designated official email addresses. All representations received within the stipulated period shall be duly considered by the State Government before finalisation of the rules.
