Industry Specific ComplianceThe Department of Revenue, Goa (DoR, Goa), on January 6, 2026, issued a notification adopting the Guidelines for payment of Right of Way (RoW) compensation for transmission lines, including those in urban areas, as issued by the Ministry of Power, Government of India, vide letter dated June 14, 2024. The guidelines have been adopted in entirety by the State Government and shall come into force from the date of publication of the notification in the Official Gazette.

The adopted guidelines lay down a uniform framework for determination and payment of compensation for damages caused due to laying of transmission lines of 66 kV and above, under the Electricity Act, 2003 read with the Indian Telegraph Act, 1885. They prescribe the District Magistrate/District Collector/Deputy Commissioner as the competent authority for determining compensation, which is to be based on prevailing land values, with tower base compensation fixed at 200% of land value and RoW corridor compensation at 30% of land value, in addition to crop and tree damage compensation.

The guidelines further provide for alternate compensation mechanisms such as Transfer of Development Rights (TDR), adoption of advanced technologies in RoW-constrained areas, identification of affected landowners during surveys, and upfront one-time digital payment of compensation. These measures aim to resolve RoW issues efficiently and facilitate timely execution of transmission projects in the State.
