The Government of Bihar on December 23, 2026, issued the Draft Bihar Boilers Rules, 2025.
The following provisions have been stated:
Fees and Penalties
• All fees under the Act shall be paid electronically or as prescribed by the State Government through notifications.
• All penalties, fines, and costs recovered under the Act shall be deposited into the Boilers Welfare Fund and utilized as notified by the State Government.
Application and Inspection of Boilers
• Owners must apply online in Form B No.1 for registration or renewal of a boiler certificate, indicating the proposed inspection date.
• Applications must be accompanied by prescribed registration or renewal fees, including additional fees for inspections on holidays and applicable travelling expenses.
• If the proposed inspection date is unsuitable, the Inspector shall fix an alternative date within 15 days and inform the owner.
• For new registration, at least 10 days’ notice shall be given in Form C.
• Boiler inspections shall be conducted between sunrise and sunset.
Basis and Types of Fees
• Registration and renewal fees are based on boiler rating as per Regulation 384.
• Detailed fee slabs are prescribed for boiler registration, with additional fees for higher ratings.
• Fees also apply for:
o Renewal of certificates
o Re-inspection of defective boilers
o Holiday/Sunday inspections (50% additional fee)
o Special inspection journeys (travelling expenses payable by owner)
o Duplicate certificates and registration books
Manufacturing, Drawings, and Repairer Fees
• Inspection fees are prescribed for boilers and components during manufacture, erection, and assembly.
• Fees are specified for approval of manufacturing drawings, steam pipes, feed pipes, and fittings.
• Fees for recognition and renewal of Boiler Repairers/Erectors are as per prescribed regulations.
Examination, Welders, and Penalties
• Examination fees for Boiler Attendants and Boiler Operation Engineers are as per Central Rules.
• Fees and penalties are prescribed for welders, including examination, endorsement, duplicate certificates, and violations.
Powers and Duties of the Chief Inspector
• The Chief Inspector exercises all powers of an Inspector and supervises all subordinate Inspectors.
• Represents the State on the Central Boilers Board.
• Oversees inspections, certifications, approvals, training, examinations, and accident inquiries.
• Sanctions prosecutions, decides appeals, and authorizes alterations and renewals.
Routine and Periodic Functions
• Maintains and verifies boiler registration records and inspection reports.
• Approves inspection schedules and reviews Inspector performance.
• Submits annual reports, budget estimates, and conducts regular office inspections.
• Convene quarterly review meetings and conduct surprise inspections.
Advisory and Record-Keeping Functions
• Advises boiler owners on maintenance, safety, and operation.
• Maintains statutory registers relating to boilers, appeals, accidents, and transfers.
• Acts as the controlling authority for contingent and travelling allowance bills.
The draft is published for information of all persons likely to be affected thereby and notice is hereby given that the said draft rules will be taken into consideration after the expiry of 45 days from the date of their publication in the Official Gazette of Bihar.
Any objections or suggestions which may be received from any person with respect to the said draft rules before expiry of the period as specified above will be considered by the State Government.
