Industry Specific ComplianceThe Ministry of Road Transport and Highways (MoRTH) on January 08, 2026, issued the notification regarding the Voluntary Aadhaar Authentication for Applicant Verification on the NOC Portal

The following has been stated namely: -

• Aadhaar authentication is authorized for verifying applicants on the NOC Portal for access permissions and Right-of-Way approvals along National Highways.

• The authorization is granted by MeitY in consultation with UIDAI under the Aadhaar Authentication for Good Governance Rules, 2020 and the Aadhaar Act, 2016.

• Aadhaar authentication shall be voluntary, and explicit consent of the Aadhaar holder must be obtained.

• Applicants cannot be denied services for refusing or being unable to undergo Aadhaar authentication and must be informed of alternate ID options (PAN, Driving Licence, Passport, EPIC).
