Labour ComplianceThe Government of National Capital Territory of Delhi (GNCTD), on January 9, 2026, introduced the Delhi Jan Vishwas (Amendment of Provisions) Bill, 2026 in the Legislative Assembly of Delhi. The Bill seeks to amend certain laws as applicable to the NCT of Delhi with the objective of decriminalising minor offences and rationalising punishments, thereby promoting trust-based governance and enhancing ease of living and doing business.

The Bill provides for amendments to various enactments listed in the Schedule, replacing criminal penalties for minor offences with civil penalties and monetary fines. It further stipulates a mechanism for periodic revision of fines and civil penalties, whereby such fines shall be increased by ten per cent of the minimum prescribed amount after every three years from the commencement of the Act, ensuring penalties remain proportionate and relevant over time.

The Bill also contains comprehensive savings provisions to protect past actions, rights, liabilities, and proceedings, and empowers the Government to remove difficulties arising in the implementation of the amended enactments by issuing orders within two years of commencement. The Act is proposed to come into force on the date of its publication in the Official Gazette.
