The Housing and Urban Development Department, Tamil Nadu on January 07, 2026, issued the amendment to Tamil Nadu Combined Development and Building Rules, 2019.
The following has been stated namely: -
• Rule (2) which states “definition” the clause (3) has been substituted namely: -
“(3) "Act" means the Tamil Nadu Town and Country Planning Act, 1971 (Tamil Nadu Act 35 of 1972), the Tamil Nadu Panchayats Act, 1994 (Tamil Nadu Act 21 of 1994) and the Tamil Nadu Urban Local Bodies Act, 1998 (Tamil Nadu Act 9 of 1999).”
• Explanation for item (i) in sub-rule (1) under rule 41 has been substituted namely: -
“In respect of Institutional Developments and Industrial Developments, the gifting of the land earmarked for community recreational purposes (OSR) to the local body shall not be insisted upon. The space shall be maintained by the land owner subject to the supervision and monitoring of the concerned local body. It shall also not be mandatory for such land to abut a public road provided that adequate and safe access is ensured by proper spatial planning through internal roads, pathways, or other means."
