The Government of Himachal Pradesh on January 07, 2026, issued the Draft Himachal Pradesh Town and Country Planning (Amendment) Rules, 2026 to further amend the Himachal Pradesh Town and Country Planning Rules, 2014.
The following amendments have been stated:
• In Rule 13 and 14 of the Himachal Pradesh Town and Country Planning Rules, 2014 (hereinafter referred to as the ‘said rules') for the words and sign "Appendix1 to 9," the words and sign "Appendix-1 to 9 and Appendix-11," shall be substituted, respectively.
• In Appendix-1 of the Himachal Pradesh Town and Country Planning Rules, 2014, in serial number III General Regulations, after Regulation 34, following new Regulation shall be inserted, namely:-
"35. Electric Vehicle Charging point:
For all commercial, public & semi public buildings and Real Estate Projects, the electric vehicle charging point shall be made as per provisions in the Amendments in Model Building Bye-Laws, (MBBL - 2016) for Electric Vehicle Charging Infrastructure (amended from time to time)".
• After Appendix 10 of the said rules, the following new Appendix 11 shall be inserted, namely:-
"APPENDIX 11 (See rules 13 and 14) RULES AND REGULATIONS FOR ERECTION OF HIMACHAL PRADESH ENERGY CONSERVATION BUILDING CODE COMPLIANT BUILDING”
If any person, likely to be affected by these draft rules has any objection(s) or suggestion(s) against these draft rules, he/she may send the written objection(s) or suggestion(s) to the Chief Secretary to the Government of Himachal Pradesh within a period of 30 days from the date of publication of the said draft rules in the Official Gazette of Himachal Pradesh.
