Industry Specific ComplianceThe Directorate General of Foreign Trade (DGFT) on January 16, 2026, issued the notification regarding the Modalities for export of Wheat Flour and related products under HS Code 1101.

The following has been stated namely: -

• DGFT has notified modalities for export of wheat flour and related products (HS Code 1101) under the Foreign Trade Policy, 2023.

• Export authorisation applications must be filed online only through the DGFT portal under Export Management Systems 

• The first application window is January 21–31, 2026, thereafter, applications will be invited during the last ten days of each month until the permitted export quantity is exhausted.

• Export authorisations will be valid for six months from the date of issue, extensions may be considered case-by-case by the Special EFC.

• Eligible entities include manufacturer exporters (flour mills), merchant exporters with valid tie-ups, EOUs, SEZ units, and Advance Authorisation holders, all with valid IEC and FSSAI licences.

• Applicants must submit details such as IEC, exporter category, FSSAI licence, installed capacity, past export performance, export orders, shipment plans, CA certificate, and self-declarations on wheat availability and legal compliance.

• Only complete online applications will be considered, applicants must be listed on the ‘Source from India’ platform, and mis-declaration will attract a three-year debarment from allocation.

• Authorisations are non-transferable, and applications for quantities below 2,500 MT will not be considered.

• Export quantities will be allocated by a Special Exim Facilitation Committee (EFC) based on export history, processing capacity, and contractual arrangements, with power to re-allocate unused quantities.

• Exporters must submit landing certificates within 30 days of export completion to the Special EFC, exports using imported wheat under AA/EOU/SEZ schemes are governed separately and excluded from this quota.
