Labour ComplianceThe Ministry of Skill Development and Entrepreneurship (MSDE) on January 19, 2026, implemented PM-SETU in consultation with the industry in Pune.

It is stated that the MSDE had organised a major industry consultation in Pune to advance the implementation of the PM-SETU scheme, aimed at transforming Industrial Training Institutes (ITIs) into industry-relevant and outcome-oriented institutions. The consultation, held at YASHADA, was led by senior officials from the Government of India and the Government of Maharashtra, with participation from over 40 companies across sectors such as automotive, construction, electronics, FMCG, oil and gas, textiles, and renewable energy.

Discussions focused on the PM-SETU framework, including the hub-and-spoke ITI model, industry-led governance through Special Purpose Vehicles (SPVs), curriculum modernisation, trainer upskilling, and strengthening placement outcomes. Emphasis was placed on making training more aligned with current technologies and shopfloor requirements, while improving instructor performance, teaching methodologies, and measurable employment results.

Industry representatives expressed strong interest in the collaborative approach of PM-SETU, highlighting benefits such as access to a skilled, job-ready workforce, reduced recruitment and onboarding costs, enhanced employer visibility, and alignment with CSR and ESG objectives. The scheme was also seen as an opportunity for ITIs to evolve into centres of production-linked training and innovation, especially in emerging sectors like automotive and renewable energy.

Launched in October 2025 with an outlay of ₹60,000 crore over five years, PM-SETU aims to transform ITIs into government-owned but industry-managed institutions. Through upgraded infrastructure, new courses, and sustained industry partnerships, the scheme seeks to build a future-ready workforce aligned with India’s growth sectors and the vision of Developed India 2047.
