The Transport Department, Odisha (TD), on January 19, 2026, issued a notification proposing a supplementary reciprocal transport agreement between the States of Odisha and Bihar to facilitate and regulate the movement of transport vehicles on inter-State routes, in view of rapid economic development and the need for orderly operation and tax regulation.
The notification recalls earlier reciprocal agreements notified under section 88(6) of the Motor Vehicles Act, 1988, including those published in 1988, 1991 and 1995, and notes that practical issues have arisen over time. Accordingly, further bilateral discussions between the two States have been considered necessary to streamline inter-State transport operations, taxation, and public convenience.
It is further clarified that, following the creation of the State of Jharkhand in 2000, the new reciprocal agreement between Odisha and Bihar shall replace all previous inter-State agreements between the two States, without affecting the operation of existing inter-State bus services, which shall continue and be treated as part of the present agreement.
