The Food Safety and Standards Authority of India (FSSAI) on January 20, 2026, issued the Draft Food Safety and Standards (Licensing and Registration of Food Business) Amendment Regulations, 2026, further to amend the Food Safety and Standards (Licensing and Registration of Food Business) Regulations, 2011.
The following has been stated: -
•In regulation 2.1, (a) in sub regulation 2.1.13 related to Food Safety Compliance Return, for clauses 3 and 4, the following shall be substituted, which specifies that late filing of Food Safety Compliance Return after May 31 each year will attract penalties: up to 90 days – 2× annual fee; 91–180 days – 5× annual fee.
•Non-filing beyond 180 days will lead to deemed suspension of the licence; operations during suspension are prohibited and punishable.
•License condition on maintaining daily production and raw material records will not apply to non-manufacturing food businesses.
•FIFO/FEFO storage norms will apply to food businesses, except retailers.
•Objections or suggestions can be submitted within sixty days from January 20, 2026.
