Industry Specific ComplianceThe Petroleum and Natural Gas Regulatory Board (PNGRB), on January 16, 2026, notified the Petroleum and Natural Gas Regulatory Board (Technical Standards and Specifications including Safety Standards for Petroleum Refineries and Gas Processing Plants) Amendment Regulations, 2026 under Section 61 of the PNGRB Act, 2006, to further amend the principal Regulations of 2023.

The amendment introduces technical corrections and compliance enhancements, including substitution of the term “MWAP” with “MAWP”, alignment of fugitive emission controls with Ministry of Environment and Forests standards, updates to applicable Indian and international standards, and detailed provisions for third-party inspection, procurement, and maintenance of critical equipment. It also strengthens requirements related to material identification, inspection transparency, and quality assurance in high-pressure and critical services.

Further, the Regulations incorporate energy and environment management obligations, mandating compliance with ISO 50001 and ISO 14001, as well as applicable energy efficiency and carbon trading schemes such as PAT and CCTS. Amendments across multiple schedules also refine fire safety, electrical systems, battery backup, and emergency systems standards, ensuring enhanced operational safety, environmental compliance, and reliability of refinery and gas processing plant infrastructure.
