The Central Pollution Control Board in November 2025, issued the SOP and Checklist of Minimal Requisite Facilities for the utilization of Spent Cupric Chloride (generated during manufacturing of Cypermethric Acid Chloride) for the recovery of Copper Hydroxide.
The following has been stated namely: -
• The SOP provides a standardized procedure for the utilization of a specific hazardous waste stream (spent cupric chloride) as a resource. It guides State Pollution Control Boards/Pollution Control Committees (SPCBs/PCCs) on authorizing utilization proposals only when the waste originates from the specified source, is utilized in the manner described, and the end‐product matches the SOP’s scope.
• SPCBs/PCCs shall verify that the facility has the minimum requisite infrastructure and environmental controls before granting authorization, including environmental monitoring and record‐keeping as prescribed.
• Post‐authorization, compliance shall be checked quarterly in the first year and periodically thereafter.
• Units located in States without a Common TSDF shall ensure proper disposal or complete utilization arrangements. If a utilization proposal differs from the SOP’s scope, it should be referred to CPCB for clarification or trial studies, which may lead to the development of a new SOP.
