The Central Pollution Control Board (CPCB) on January 20, 2026, issued SOP and checklist of Minimal Requisite Facilities for utilization of Spent Sodium Monochloro Acetate (generated during production of Methyl Monochloro Acetate) for manufacturing of Ethylene Diamine Tetra Acetic Acid (EDTA).
State Pollution Control Boards (SPCBs) and Pollution Control Committees (PCCs) may grant authorization for hazardous waste utilization only for those wastes for which Standard Operating Procedures (SOPs) have been issued by the Central Pollution Control Board (CPCB). Authorization must ensure that the waste source, utilization process, and end-use product match those specified in the SOP. It should be granted only after verifying required details, infrastructure, and facilities as prescribed. SPCBs/PCCs must issue passbooks to authorized units to maintain records of hazardous waste receipt and closely monitor quantities sent by generators and utilized by facilities, particularly for Spent Sodium Monochloro Acetate used in EDTA production.
After authorization is issued, SPCBs/PCCs are required to verify compliance with SOPs and prescribed checklists quarterly during the first year and thereafter through random checks at least once annually. Compliance reports may be submitted to CPCB. Where SPCBs/PCCs lack adequate infrastructure for monitoring and analysis, they may engage accredited third-party institutions or laboratories recognized under EPA 1986, NABL, or ISO 17025 standards.
SPCBs/PCCs must provide CPCB with a half-yearly updated list of units authorized under Rule 9 of the Hazardous & Other Wastes (Management & Transboundary Movement) Rules, 2016, and upload the same on their websites. Authorization should not be granted to units located in States/UTs without a Common TSDF unless they ensure authorized captive disposal, complete utilization of generated waste, or arrangements with other authorized disposal facilities.
If a utilization proposal differs from the SOP in terms of waste source, utilization process, or end-use, it must be referred to CPCB for clarification, trial studies, or development of a new SOP. While SOP standards are based on EPA and OSHA norms, SPCBs/PCCs may impose more stringent standards depending on local or process-specific conditions.
Authorized utilizers of Spent Sodium Monochloro Acetate must maintain daily records in the National Hazardous Waste Tracking System (NHWTS). Safety audits must be conducted in accordance with IS 14489:2018, the Code of Practice on Occupational Safety and Health Audit, as amended from time to time.
The Standard Operating Procedure for utilization are as follows:
This SOP is applicable only for Utilization of Spent Sodium Monochloro Acetate (generated during the production of Methyl Monochloro Acetate) fbr manufacturing of Ethylene Diamine Tetra Acetic Acid (EDTA).
• The Spent Sodium Monochloro Acetate shall be procured in adequate banels/closed tanks and transported through SPCB/PCC authorised vehicles fitted requisite safeguards ensuring no spillage of the same.
• There shall be a designated space for unloading of Spent Sodium Monochloro Acetate to the storage tank.
• The Spent Sodium Monochloro Acetate shall be stored in dedicated HDPE tanks/ rubber lined steel tank /other suitable storage tanks. The receiving storage tank shall be placed above the ground with imperviously lined flooring and contained with low raise parapet/bund wall with blope to collect spillages, if any, into the collection pit.
• The unloading, storage, transfer and other handling of Spent Sodium Monochloro Acetate from entire utilization process shall be carried out through dedicated mechanical transfer pump with fixed pipeline in closed system Manual handling shall be strictly prevented.
