The Ministry of Commerce and Industry (MoCI) on February 13, 2026, issued the notification regarding the Exemption for Pre-Shipment Imports from Specified Quality Control Orders.
The following has been stated namely: -
• The Central Government has issued an exemption notification under Section 16 of the Bureau of Indian Standards Act, 2016 in public interest, after consultation with the Bureau of Indian Standards (BIS).
• The exemption applies to imports of specified goods covered under various Quality Control Orders (QCOs).
• Goods are exempted if the consignment was shipped (Bill of Lading issued) before the date of implementation of the respective QCO.
• Additionally, the Bill of Entry must be filed within 180 days from the date of implementation of the concerned QCO.
• The exemption covers 26 notified QCOs issued between 2023 and 2025 across multiple sectors.
• Key product categories include aluminium and aluminium alloy products, electrical appliances (domestic and commercial), flashlights, hinges, electric fence energizers, air coolers, and washing appliances.
• Other covered items include plywood, wood-based boards, compressed wood laminates, copper products, water meters, V-belts, footwear, gypsum materials, asbestos/fibre cement products, laboratory glassware, and bottled water dispensers.
• The exemption is conditional upon the importer submitting copies of the Bill of Lading, Bill of Entry, and supporting documents to BIS within seven days of clearance.
• Documents must be submitted on the importer’s official letterhead and duly signed by the authorised signatory.
This shall come into force on February 13, 2026.
