The Government of Andhra Pradesh on February 13, 2026, issued the Draft Code on Wages (Andhra Pradesh) Rules, 2026.
These provisions set out the framework for fixation, payment, and regulation of minimum wages and working conditions in Andhra Pradesh. Minimum wages are determined based on a standard working-class family’s essential needs, including food, clothing, housing, fuel, education, medical care, and other basic expenses. Wage rates are fixed on a daily basis and mathematically converted into hourly and monthly rates. While fixing wages, the State Government considers geographical factors, experience, and skill levels ranging from unskilled to highly skilled, supported by a technical committee that advises on occupational classification and related standards.
The rules also regulate working hours, rest days, and employment conditions. A normal working day and weekly rest provisions are prescribed, with safeguards ensuring paid rest, overtime compensation for work on rest days, and limits on consecutive working days. Special provisions apply to night shifts and certain categories of work such as emergency or intermittent employment, where working hours may vary. Employees are entitled to favourable conditions if provided under other laws or agreements.
Detailed provisions govern wage payment, deductions, fines, advances, and recovery of dues. Employers must follow prescribed procedures before imposing fines or making deductions, including providing written explanations and opportunities for employee response. Wage periods are generally monthly, and limits are imposed on deductions to protect employee earnings. Mechanisms are also established for handling undisbursed wages, nominations by employees, and settlement of claims through labour authorities.
The framework further establishes the State Advisory Board and related committees to guide wage policy and labour standards. It prescribes their composition, functioning, meetings, decision-making process, and tenure. Administrative procedures are also provided for notices, registers, claims, and documentation to ensure transparency, accountability, and effective enforcement of wage regulations under the authority of the Government of Andhra Pradesh.
