Industry Specific ComplianceThe Government of Jammu and Kashmir, on February 13, 2026, issued a circular regarding the implementation of the BharatNet program.

The following has been stated: -

•The Government of Jammu and Kashmir has signed an Addendum to the MoU with the Department of Telecommunications and Bharat Sanchar Nigam Limited to expedite implementation of the BharatNet project, notified as a Special Project under the Telecommunications (Right of Way) Rules, 2024.

•All public entities must grant free Right of Way, provide space in Government buildings, ensure 24x7 access, and supply dedicated electricity at the lowest applicable tariff for BharatNet infrastructure.

•Discoms must facilitate OPGW fibre connectivity for redundancy, and departments may obtain FTTH connections for village-level government institutions to strengthen e-governance.

•All Departments must appoint Nodal Officers for coordination and strictly comply with these directions throughout the execution and O&M phase of the project.
