The Government of Uttar Pradesh, on February 12, 2026, issued a notification regarding the determination of the Excise Export Policy for the years 2026-27 to 2028-29.
The following has been stated: -
•The State Government has approved the revised Excise Export Policy for 2026–27 to 2028–29, permitting export bottling of Country Liquor/UPML under CLB-1/CLB-2 and IMFL, Wine, L.A.B., and Beer under FL-3/FL-3A licenses, with concessional or nil bottling fees up to 25% of prescribed capacity to promote investment and exports.
•Beyond the 25% capacity limit, graded bottling, export, and franchise fees will apply, while overseas exports of liquor and beer are largely exempt from export fees.
•Track and Trace fee of ₹0.35 per bottle continues, Special Fee within the 25% limit is abolished, and brand registration is free with prescribed label approval charges.
•Bulk export fees for spirits and ENA are specified, and testing tavern facilities for heritage liquor are permitted under regulated licensing.
•The Government retains power to revise rates, mandates compliance with Government of India export norms, and warns of strict action, including license cancellation, for misuse of exemptions.
