Industry Specific ComplianceThe Government of Tamil Nadu on February 18, 2026, issued the Tamil Nadu District Minerals Trust Rules, 2025.

The following has been stated:

• The rules have been framed under Sections 9B, 15(4), and 15A of the Mines and Minerals (Development and Regulation) Act, 1957, to regulate the constitution and functioning of District Mineral Foundations (DMFs) in the State. The Rules provide for the establishment of a District Mineral Foundation in every mining-affected district to work for the interest and benefit of persons and areas affected by mining operations. 

• They define key terms such as local authorities, district authorities, fund, auditor, and contribution, and mandate the collection of contributions from mineral concession holders into the DMF Fund.

• The Rules prescribe the structure and governance mechanism of the Trust, including preparation of trust deeds, appointment of members, and prohibition of remuneration to trustees, and provide for welfare measures such as livelihood promotion, marketing facilities, support to traditional crafts, and minor forest produce activities.

• A State-level Monitoring Committee is constituted to oversee transparency, audit reports, and annual reports of the Trusts.

• Overall, the Rules aim to ensure transparent fund management and sustainable development of mining-affected communities in Tamil Nadu.
