The Government of Himachal Pradesh, on November 25, 2025, notified the Nagar Panchayat Jubbal (Registration and Control of Pet Dogs) Bye-laws, 2025.
The following has been stated: -
•Nagar Panchayat Jubbal has notified the “Nagar Panchayat Jubbal (Registration and Control of Pet Dogs) Bye-Laws, 2025” after no objections were received to the draft published under the Himachal Pradesh Municipal Act, 1994.
•The bye-laws mandate compulsory registration of pet dogs above three months with a one-time fee of ₹250 and an annual license fee of ₹500, along with vaccination proof, and limit families to a maximum of two dogs.
•Detailed provisions outline responsibilities of owners, breeders, and dog care centres, including registration requirements, hygiene norms, inspection powers, and welfare obligations.
•Violations may attract fines up to ₹5,000 with additional daily penalties, and banned dog breeds cannot be adopted or sold as per Government norms.
These shall come into force from February 20, 2026.
