The Government of Himachal Pradesh, on September 22, 2025, notified the Municipal Council Ghumarwin, (Registration & Control of Dogs), Pet Bye-Laws of 2025.
The following has been stated: -
•Municipal Council Ghumarwin has notified the (Registration & Control of Dogs) Pet Bye-Laws, 2025 under the Himachal Pradesh Municipal Act, 1994, applicable to all dog owners within municipal limits.
•The bye-laws mandate compulsory annual registration of pet dogs with a ₹500 one-time fee and ₹50 renewal, limit households to two dogs, and prescribe vaccination, tagging, and public safety norms.
•Detailed provisions regulate breeders, prohibit unlicensed dog pounds, and impose duties on owners to prevent nuisance, ensure cleanliness, and maintain animal welfare.
•Penalties range from ₹500 to ₹5,000, with strict liability in dog bite cases, including fines, medical cost recovery, quarantine, and possible cancellation or confiscation of the dog.
These Bye-laws shall come into force February 19, 2026.
