The Government of Uttar Pradesh, on February 23, 2026, notified regarding the remission of Stamp Duty under the Uttar Pradesh Bioplastic Industry Policy, 2024.
The following has been stated namely: -
• It states that the District Magistrate of the concerned district or the officer of the promulgation department i.e. Higher Education Department (not below the district level designation) shall confirm in the instrument that the deed is being executed under the Uttar Pradesh Higher Education Incentive Policy, 2024 and also sign as a witness for the said purpose.
• Irrevocable Bank Guarantee of the amount equivalent to the remission of stamp duty, in favour of the District Magistrate of the concerned district, shall be presented before the registration officer at the time of the registration of such deed. The Bank Guarantee shall be valid for 05 years. It shall be returned after Letter of Permission (LOP) is granted for the project. MERU University will have to obtain the LOP within 05 years from the date of registration of the land. Otherwise, the amount will be encashed by the bank guarantee and deposited in the appropriate head by the Stamp and Registration Department.
