The Government of Himachal Pradesh, on February 18, 2026, notified the Dehra Municipal Council (Registration and Control of Pet Dogs) Bye-laws, 2025.
The following has been stated: -
•Exercising powers under the Himachal Pradesh Municipal Act, 1994, the Executive Officer of Municipal Council Dehra has notified “The Dehra Municipal Council (Registration and Control of Pet Dogs) Bye-laws, 2025,” making registration of pet dogs above three months mandatory.
•Owners must pay ₹100 one-time registration and ₹600 annual licence fee (with a two-dog limit per family), ensure vaccination, cleanliness, and control, and comply with inspection norms, with penalties for violations.
•Separate registration, fees, and operational guidelines are prescribed for dog breeders and dog care centres, including record-keeping and prior approvals.
•The bye-laws repeal the 1984 notification and impose fines, impounding, and other penalties for non-compliance as per Schedule I.
These shall come into force from February 21, 2026.
