The Nagar Panchayat Kotkhai, Govt. of Himachal Pradesh on February 06, 2026, issued the Nagar Panchayat Kotkhai (Registration and Control of Pet Dogs) Byelaws, 2025.
This shall take effect from February 12, 2026.
The following has been stated:
• The Byelaws, 2025, provide a regulatory framework for the registration, licensing, and control of pet dogs within the jurisdiction of Nagar Panchayat Kotkhai. The bye-laws mandate compulsory registration of all pet dogs, issuance of registration certificates and identity tags, and renewal of licences within the prescribed period.
• Owners are required to ensure vaccination (particularly anti-rabies), proper housing, hygiene, and prevention of nuisance or danger to the public.
• The bye-laws impose duties on owners to leash dogs in public places, clean up excreta, and prevent stray breeding, with provisions for sterilization and control measures.
• Penalties are prescribed for non-registration, abandonment, cruelty, or violation of safety norms.
• The Nagar Panchayat is empowered to maintain records, conduct inspections, seize unregistered or dangerous dogs, and take preventive measures in the interest of public health and safety.
