The Government of Himachal Pradesh on September 22, 2025, issued the Municipal Council Ghumarwin, Erection, Exhibition, Affixation of Advertisement and Hoarding Bye-Laws, 2025.
The following has been stated:
• The bye-laws apply within the municipal limits and come into force upon publication in the Official Gazette. It makes it mandatory to obtain prior written permission from the Executive Officer before erecting, affixing, or exhibiting any advertisement or hoarding on public or private land, buildings, or vehicles, except for government achievement hoardings.
• Applicants shall submit details of the proposed site and size (offline or through the Citizen Seva Portal), after which the Municipality conducts an inspection, assesses charges, and grants time-bound permission upon payment of prescribed fees. The approved location, validity period, and other details shall be displayed on the hoarding.
• The bye-laws impose strict restrictions to protect public safety, traffic movement, environmental concerns, and scenic beauty, prohibiting hoardings in heritage areas, valley sides above road level, rooftops, sharp curves, near water sources, drains, trees, fire hydrants, garbage containers, and similar sensitive locations.
• Unauthorized hoardings attract penalties including ₹100 per square foot per day, ₹1000 per day in certain cases, removal at the owner’s risk and cost, and possible disconnection of civic amenities.
• Offences may be compounded, failing which they are tried summarily by the competent Magistrate. The bye-laws also repeal earlier regulations on the subject while saving actions already taken under them.
