The Commercial Tax Department, Government of Madhya Pradesh on February 20, 2026, notified regarding the Retail Liquor Shop arrangement from April, 2026 to 31st March, 2027.
The following has been stated:
• It states that all retail liquor shops in the State will be allotted for the entire year through an e-tender and e-tender-cum-auction process. The 3,553 liquor shops that were operational in 2025–26 will continue to be allotted in groups, and with the creation of new districts such as Mauganj, Maihar, and Pandhurna, allotment will now be conducted across 55 districts. Eligible applicants include individuals, sole proprietors, companies, partnerships, LLPs, and consortia, and mandatory registration on the Excise e-Portal with PAN, GST (where applicable), and bank details is required.
• All liquor shops, except wine shops and airport counters, will function as composite shops selling both country liquor and Indian Made Foreign Liquor (IMFL), including Bottled-in-Origin imported liquor. Wine shops and airport counters may sell heritage liquor and locally manufactured wine as approved by the State Government. No new liquor shops will be opened during 2026–27, and consumption of liquor within shop premises is strictly prohibited.
• A District Allotment Committee will be constituted in each district to determine shop locations, fix reserved prices, restructure groups, and manage relocation where necessary. Shops located within a 300-meter radius of each other shall be relocated before allotment, and relocated shops cannot return to their previous sites. Any closure or major relocation requires approval of the Excise Commissioner.
