The Department of Science, Technology & Environment, Govt. of Punjab on February 20, 2026, notified regarding the revised CPCB SOP for Tyre Pyrolysis Oil (TPO) Units.
This shall take effect from February 18, 2026.
The following has been stated:
• To maintain ecological balance, prevent environmental degradation, and safeguard public health, the Government has decided to regulate Tyre Pyrolysis Oil (TPO) units under the provisions of the Environment (Protection) Act, 1986. Due to increasing pollution complaints against tyre pyrolysis units, earlier guidelines were issued in 2014 requiring siting norms and mandatory site clearance from the Site Appraisal Committee (SAC).
• Subsequently, pursuant to orders of the National Green Tribunal in OA No. 400 of 2019, the Central Pollution Control Board (CPCB) issued revised Standard Operating Procedures (SOP) on 16.01.2024 for recycling waste tyre scrap and recovery of TPO, pyro gas, steel, and char, prescribing siting criteria, carrying capacity assessment, emission standards, Zero Liquid Discharge (ZLD), and safety measures for pyrolysis processes.
• CPCB directed State Boards to ensure strict implementation of these SOPs while granting consent under the Water Act, 1974 and Air Act, 1981. Accordingly, Punjab has adopted the revised 2024 SOP for new and expansion projects of TPO units, while retaining the existing requirement of prior site approval from the SAC.
• This notification supersedes the 2014 guidelines and comes into immediate effect in the State.
