The Central Pollution Control Board (CPCB) on February 25, 2026, issued the Guidance Document for Submission of Annual Return by Registered Producers at Used Oil EPR Portal.
The Ministry of Environment, Forest and Climate Change amended the Hazardous and Other Wastes Rules, 2016 through the Second Amendment Rules, 2023, introducing Extended Producer Responsibility (EPR) for management of used oil in India.
Under these rules, producers must register on the EPR portal and file annual returns for used oil management. They are required to meet their EPR obligations by transferring liability through the portal’s adjustment mechanism and by obtaining EPR certificates from registered recyclers.
Procedure for Filing Annual Returns:
• Click on Annual/ Quarterly Report.
• Select Financial Year: Choose the financial year from the drop-down given for which the annual return has to be filed. Note: The producers shall start filing their Annual Returns from FY 2024-25.
• Select Quarter: Select the quarter/annual from the drop-down for the respective FY.
• Complete Sections: Fill out the following sections:
o General Details: The details in this section are auto-fetched from the information submitted during registration, including company and trade names, address, GST number, and the authorized person's name and mobile number.
o EPR Details: This includes EPR Target & Compliance and Details of EPR Certificates Procured.
o Procurement Data: The user is required to provide the procurement data for current FY (i.e. 2024-25), the portal will be redirected to the procurement data section and user have to enter the procurement data for current FY.
o Sales Data: The user will be redirected to the sales data section and will have to enter the sales data for current FY and upload CA certificate for the same.
o Awareness Program: The details regarding any seminars or workshops held, including the targeted audience and frequency are to be submitted here. The producers shall provide information regarding any publications or advertisements, specifying the media type (e.g., TV, newspaper, radio) and upload supporting documents in PDFs. It is advised to kindly make sure to save the details and review the history before proceeding to the next section.
o Submission and Payment Once all sections are completed, the producers shall proceed to the Submit & Payment section. A preview of the annual return will get displayed for reference. It is advised to kindly check the information and edit the information submitted, if required, before proceeding for final submission and payment.
The Annual Processing charge is the 25% of registration fees, which will be auto captured by the portal for making payment. After submission of annual return user can download the copy of annual return.
