The Government of Maharashtra, on February 26, 2026, notified regarding fixing criteria for setting up by-product processing projects on BOT (Built Operate Transfer) / BOOT (Built Own Operate Transfer) basis to bring about efficiency in the financial condition of cooperative sugar factories.
The following has been stated namely: -
• Nature of BOT (Built Operate Transfer) / BOOT (Built Own Operate Transfer) Model:
• BOT means Built Operate Transfer, and BOOT means Built Own Operate Transfer. Under this model, a private investor establishes the project for a specified period, retains ownership (in case of BOOT), operates it, and thereafter transfers it to the sugar factory.
• Built: The investor/developer shall establish the unit using their own capital investment.
• Own: The investor/developer may retain ownership of the project for a specified period (5–10 years).
• Operate: The investor/developer shall operate and maintain the project during the agreed period and, from the profits earned, shall pay the sugar factory the agreed amount as per the terms decided.
