The Government of Himachal Pradesh, on February 19, 2026, notified the Standard Operating Procedure (SOP) for Patch and Pothole Repair of Bituminous Roads for the Public Works Department.
The following has been stated: -
•The Governor of Himachal Pradesh has notified a Standard Operating Procedure (SOP) for patch and pothole repairs on all bituminous roads under HPPWD to ensure safety, durability, and uniform quality.
•The SOP aligns with national standards, including Indian Roads Congress guidelines (IRC: 82-2023) and MoRTH specifications, covering defect assessment, materials, equipment, and safety protocols.
•It prescribes a detailed 9-step repair process emphasizing proper cutting, cleaning, tack coat application, layered compaction, and maintaining a 3–5 mm raised finish to prevent water stagnation.
•Strict quality checks, traffic management measures, material testing, and documentation (registers, photographs, MB entries) are mandated for transparency and long-term performance monitoring.
