The Ministry of Textiles on February 25, 2026, issued Imposition of Stock Limits on Raw Jute under Jute and Jute Textiles Control Order, 2016.
The Jute Commissioner, Amrit Raj, has imposed stock limits on raw jute holdings under the Jute and Jute Textiles Control framework. Registered raw jute balers with in-house baling presses may hold up to 600 quintals, other stockists up to 5 quintals, and jute mills may hold stock equivalent to 45 days of consumption based on current production.
Entities holding quantities beyond the prescribed limits must sell excess stock within 10 days, complete physical delivery by March 21, 2026, and submit compliance reports. Purchases must stop until stocks fall within limits, and stock declarations must be updated through fortnightly reporting on the designated portal. Stock held in a shared premises will be treated as a single combined stock for compliance purposes.
Non-compliance may attract penalties including imprisonment and fines. Limited exemptions may be granted to jute mills on a case-by-case basis for export or private market commitments, and imported raw jute is excluded from stock calculations. The order is effective immediately and remains in force until further notice.
The order does not apply to the Jute Corporation of India Ltd., though stock sold by it and held by mills remains subject to the prescribed limits. Authorities are empowered to inspect premises, verify records, and seize stock held in violation of the order.
