The Telecom Regulatory Authority of India (TRAI) on February 27, 2026, releases Consultation Paper on "Review of the Rating of Properties for Digital Connectivity Regulations, 2024 (7 of 2024)".
Digital connectivity has become essential for governance, business, education, healthcare, and everyday life, with a large share of data usage now occurring indoors. Modern technologies like 4G and 5G deliver high speeds but face signal loss due to building materials and design, making in-building connectivity a key factor in user experience and service quality.
To safeguard telecom service standards, Telecom Regulatory Authority of India (TRAI) sets Quality of Service norms and monitors providers. To address indoor connectivity challenges, TRAI introduced the Rating of Properties for Digital Connectivity Regulations, 2024, creating a framework to evaluate buildings based on their digital readiness and infrastructure.
The framework was operationalized through a detailed Rating Manual in August 2025, outlining stakeholder roles, evaluation procedures, scoring criteria, and certification processes. Based on stakeholder feedback, TRAI is now refining the system to improve transparency, address implementation challenges, and ensure the framework reflects real-world conditions without changing its core principles.
Key proposed improvements include expanding the rating scale with half-star levels for better differentiation, introducing design-stage assessments for under-construction properties, refining property category classifications, and enabling an optional digital connectivity audit so property managers can assess and improve infrastructure before applying for official ratings.
The Consultation Paper on 'Review of the Rating of Properties for Digital Connectivity Regulations, 2024 (7of2024)', has been placed on TRAI's website www.trai.gov.in, seeking inputs from the stakeholders and telecom consumer's. The written comments on the issues raised in the Consultation Paper, or any additional suggestions, may be sent on TRAI website in specific template mentioned in A1mexure-I of the Consultation paper, or to [email protected] with a copy to [email protected] by March 23, 2026.
