The Government of Madhya Pradesh, on February 26, 2026, issued the Madhya Pradesh Labour Welfare Fund (Amendment) Bill, 2026, to amend the Madhya Pradesh Labour Welfare Fund Act, 1982.
The following has been stated: -
•The Bill introduces new definitions and operational provisions, including mandatory Slate Pencil Contribution, 12% interest on dues, enforcement powers, and annual budgeting of the Slate Pencil Fund.
•The Fund will be administered in trust for worker welfare, covering silicosis relief, medical aid, education, community support, and insurance benefits.
•The Madhya Pradesh Labour Welfare Board is designated as the legal successor, with transfer of all assets, liabilities, and staff.
•The Madhya Pradesh Slate Pencil Workers Welfare Fund Act, 1982, is repealed, while safeguarding ongoing proceedings and protecting existing worker benefits through merger into the larger welfare framework.
