The Government of Kerala on February 17, 2026, issued the Foreign Liquor (Amendment) Rules, 2026, to further amend the Foreign Liquor Rules, 1953.
The following has been stated namely: -
• Rule 28 for the first sentence, the following sentences shall be substituted, namely: –
“No FL-3, FL-11 licensed premises shall be kept open before 10 O’clock in the morning and after 12 O’clock in the midnight. No FL-4A licensed premises shall be kept open before 11 O’clock in the morning and after 11 O’clock in the night.”
• In FORM F.L.3, under the heading “CONDITIONS” in condition No. 20 –
(a) For the figures, symbols and words “11 O’clock in the morning and after 11 O’clock in the night”, the figures, symbols and words, “10 O’clock in the morning and after 12 O’clock in the midnight” shall be substituted.
This shall come into force from February 17, 2026
