The Government of Himachal Pradesh on December 12, 2025, issued the Municipal Council Ghumarwin Tobacco Control and Regulation Bye-Laws, 2025.
The following has been stated namely: -
• These Bye-Laws shall extend to the whole Municipal Area of Ghumarwin
• The provisions of "The Himachal Pradesh Prohibition of Sale of Loose Cigarettes and Beedies and Regulation of Retail Business of Cigarettes and Other Tobacco Products Act, 2016" (Act No. 17 of 2016), including all definitions, prohibitions, and penalties, are hereby adopted and shall be enforced with the same rigor within the jurisdiction of the Municipal Council Ghumarwin.
• "Permanent Shop/Retail Outlet" shall mean a premises or structure used for the sale of tobacco products that is fixed to the ground with permanent foundations or a permanent floor structure
• No person shall sell, offer for sale, or permit the sale of loose cigarettes or loose beedies
This shall come into force on December 12, 2025.
