The Government of Delhi on February 25, 2026, issued the notification regarding the Renewal of License in form of L-15/L-15F and L-16/L-16F.
The following has been stated namely: -
• The Competent Authority has approved renewal of all existing L-15/L-15F and L-16/L-16F excise licenses for the period April 01, 2026 to March 31, 2027, subject to payment of prescribed license and additional fees.
• Licensees must apply online through the EABKARI portal using their EXD ID and password and pay the applicable renewal and additional fees within the prescribed timelines.
• Licensees must ensure that the licensed premises remain in their legal possession during the license period, as required under Section 13(1) of the Delhi Excise Act.
• The annual license fee for FY 2026–27 has been revised with a 10% increase on both Indian Liquor and Foreign Liquor components across all categories of hotels/restaurants.
• Separate annual fee structures have been prescribed for:
• L-15/L-15F licenses (hotel-based),
• L-16/L-16F licenses up to 75 seat covers,
• L-16/L-16F licenses above 75 seat covers.
• Motels classified by the Ministry of Tourism, Government of India, will pay license fees based on their classification category until reclassification.
• Under the 24x7 Scheme, 4-Star, 5-Star, 5-Star Deluxe and above category hotels, and Deluxe Motels must pay an additional 50% of the basic annual license fee for round-the-clock liquor service.
• Five-Star and above category hotels that already have permission for additional L-16/L-16F units (24x7) must apply afresh for such permission for the new licensing year.
• Licensees opting to pay the license fee in two installments (initial 6 months) must pay the second installment by September 29, 2026 with 12% annual interest; failure will attract double the second installment amount.
• Timeline for renewal fee payment:
• March 01–31, 2026: License fee + 25% additional annual fee.
• From 01 April 2026 onwards: License fee + 100% additional annual fee.
Additional area fee (75% of annual license fee, if applicable) must also be paid at the time of renewal.
