The Finance Department, Govt. of Punjab on February 25, 2026, issued the Excise Policy for the Financial Year 2026-27.
The following has been stated:
• It lays down the framework for regulation, licensing, revenue collection, and control of manufacture, sale, and distribution of liquor and other excisable items in the State for the concerned financial year.
• The policy outlines the procedure for allotment and renewal of retail liquor vends, licensing conditions, fee structure, and operational guidelines for wholesale and retail trade. It specifies measures to enhance revenue, rationalise licence fees and duties, and streamline allotment processes to ensure transparency and efficiency.
• The policy also prescribes compliance requirements, enforcement mechanisms, and penalties to prevent illicit trade and revenue leakage. Provisions relating to minimum guaranteed revenue, security deposits, brand registration, label approvals, and supply chain regulation are included to ensure the orderly functioning of the excise regime.
• Overall, the policy aims to balance revenue generation with regulatory control, public order, and responsible sale of liquor during the financial year 2026–27.
